Thomas H. Carr, Executive Director

Thomas Carr has over 35 years of law enforcement experience.  Under his direction, PSTTAP has become the second largest grant recipient in the University of Maryland System.  His clients have included the National Institute of Justice, the Office of National Drug Control Policy’s High Intensity Drug Trafficking Area (HIDTA) Program, the Department of State’s Antiterrorism Assistance Program, the Maryland Governor’s Office of Crime Control and Prevention, the Maryland State Retirement System, the Maryland Department of Public Safety and Correctional Services, the Baltimore Police Department, and the Department of Maryland State Police. 

Formerly, Mr. Carr served as chief of the Maryland State Police (MSP) Bureau of Drug Enforcement, and commander of the MSP Criminal Investigations Division.  He has also served as vice chairman of the Governor’s Prescription Drug Commission, vice chairman of the Governor’s Drug and Alcohol Abuse Commission, and executive director of the State Office of Strategic Drug Enforcement Coordination.  He holds a B.A. in History from Towson University, and has attended the Federal Executive Institute, FBI National Academy, and DEA Drug Commander’s School. In 2004, he received the coveted Director’s Award from the Office of National Drug Control Policy for his exemplary work in performance measurement for the HIDTA Program. 

Caren Klarman, Financial Program Manager

Caren Klarman joined PSTTAP in 2001.  She has 30 years of experience in the University of Maryland System. Ms. Klarman has managed the fiscal responsibilities of grant-funded projects at the University for 12 years, and currently administers $6 million of such funding. Ms. Klarman holds a B.A. in Psychology from the University of Maryland from College Park.

Lisa M. Wiederlight, TAGS Program Manager

Lisa Wiederlight joined PSTTAP’s Technical Assistance with Grants (TAGS) Program in October 2006.  Prior to joining PSTTAP, she ran a Maryland-based public affairs and media relations consulting firm, where she developed, implemented, and evaluated innovative and effective public education strategies for numerous clients.  In her nine-year consulting career, Ms. Wiederlight has focused on a variety of public safety issues, including drug prevention funding, law enforcement technology, and regional drug enforcement strategies.  She has also served as a public affairs specialist for the Office of National Drug Control Policy under General Barry McCaffrey (Ret.), special assistant to the director of the Washington/Baltimore HIDTA Program, and policy analyst at the MSP Bureau of Drug Enforcement.  Ms. Wiederlight holds an M.P.P. from the University of Maryland’s School of Public Policy, and a B.A. in Government and Politics from the University of Maryland at College Park.
